A Common Council panel plans to demand that Capital Cablevision open its books to the city, and it will hold public hearings next month to seek customer complaints.
While neither the council nor its ad hoc cable committee, chaired by 14th Ward Alderman Harold Greenstein, has any power to regulate cable TV rates, the panel does hope to flex the authority it does have in an effort to persuade Capital Cablevision to make some concessions while the city reviews the firm's franchise.
